  1. What does the vertical axis represent?

  2. The vertical axis seems to provide a value above or below the average of 104, i.e.it seems to have reached over 200 at the top of the bubble, and around 70 during the depression and in 1950. The latter is kind of surprising considering post WWII demand. Perhaps too many people got on the developer bandwagon, driving prices down.
